eBay offering PHONE SUPPORT? to ANYONE?

I just received this email in my inbox, to tell you the truth, the way it was formatted (this is an actual screenshot) I thought it was a spam or spoof or phish or whatever....

On a whim, and with an unlisted (Skype) account, I called the number... What do you know, eBay answered! A real honest to goodness customer service line! With a real recorded voice and everything!

WOW, what an "exciting" week we have had as sellers on the eBay platform.

I use the word exciting loosely, because for some it has been aggravating, for others it has been exhilarating and for most in between it has been somewhat trying.

eBay Feedback 2.0, To Build Trust Reviews are Better

What was/is the purpose of feedback?

Originally Pierre Omidyar created the feedback system on eBay as a means to provide the buyers provision of trust. Since his company (eBay) had absolutely no control over the supply side of his new and ever growing marketplace Pierre devised the feedback system.

The feedback system, when introduced, was revolutionary in the marketplace because, back in the day... people generally did not trust in the Internet. Transactions on the Internet were generally frowned upon, people were very fearful of releasing data, using credit cards, sending money to unknown parties who advertised on the Internet.
